Summary

The Resolution introduces a unified organisational and methodological management structure for specialised psychiatric and addiction services. Its objectives are to improve prevention, early detection, diagnosis and treatment of mental disorders, strengthen workforce and infrastructure, and create a more effective management system. Psychiatric and addiction institutions in Karakalpakstan, the regions and Tashkent are reorganised as territorial branches of the Republican Specialised Scientific and Practical Medical Centre for Mental Health. The annexes establish the service structure and identify psychiatric and addiction branches.

The Centre and its branches are assigned responsibility for high-quality specialised care, integration of mental health services into primary care, early identification and treatment, improvement of primary-care clinicians’ skills, and medicine supply based on need. Other tasks include child and adolescent mental health, continuous professional development, clinical research, international cooperation and implementation of modern diagnostic and treatment methods. Territorial branches provide organisational and methodological leadership to district and city health organisations, conduct outreach consultations and deliver regular training and master classes.

For practitioners, the Resolution provides a practical map of governance, referral and methodological relationships among the republican centre, territorial branches, specialist institutions and primary-care offices. It helps identify where complex cases can be referred, where specialist guidance can be obtained and how professional development is organised within the system.
