Uzbekistan Psychiatric Association

Summary

The Resolution sets out a broad organisational programme for developing population mental health services. Its objectives include earlier detection and diagnosis of mental disorders, improved treatment quality, stronger workforce and research capacity, modernised infrastructure, and integration of mental healthcare into primary care. It introduces a unified management structure for specialised psychiatric and addiction services and provides for transformation of the republican addiction centre into the Republican Specialised Scientific and Practical Medical Centre for Mental Health.

The Centre is assigned coordination across all levels of care and responsibility for developing specialised psychiatric, medical-psychological and addiction services, research capacity and a high-technology clinical base. Regional psychiatric and addiction hospitals and dispensaries form territorial organisational and methodological units. The Resolution addresses integration with primary care, posts for medical psychologists and suicidologists, medicine supply, training for family doctors and specialists, postgraduate education, overseas placements and financial incentives. Its annexes contain programmes for equipment, child mental health and neuropsychiatric services, digital records, telemedicine and remote consultation.

For practitioners, the document explains the intended coordination and referral relationships between primary care, territorial institutions and the republican centre. It highlights early identification, child and adolescent mental health, suicide prevention, medicine access, standardisation of treatment, digital services and professional development as service priorities. It is particularly relevant when understanding institutional roles, referral pathways and methodological support. The precise implementation dates, indicators, institutional lists and annexes should be consulted on the official LexUZ page.
