Summary

The Resolution introduces additional measures for development of addiction services and approves a programme for 2022–2026. Its priorities include an integrated model of prevention, early diagnosis, treatment and medical-social rehabilitation; training of addiction specialists, psychologists, psychotherapists and social workers; research; and wider use of modern clinical and digital technologies. The annexes address equipment for addiction institutions, additional beds for voluntary and compulsory treatment, and interdistrict medical points for people in a state of intoxication.

The document covers preparation of materials for compulsory treatment, performance of medical examinations in addiction institutions, electronic transmission of cases to courts and the use of videoconferencing. It provides for information systems showing available beds and supporting electronic clinical records. Other measures focus on early detection of psychoactive-substance use among minors and young people and training for primary-care clinicians, teachers, internal affairs staff and community representatives. It also addresses addiction-specialist posts in central multidisciplinary polyclinics, infrastructure renewal and continuing professional education.

For practitioners, the Resolution is an organisational programme supplementing the general rules of the specialist Law. It identifies institutions involved in referral, the intended locations for assessments, and planned development of inpatient capacity, interdistrict services and digital information exchange. Inter-agency cooperation, prevention among groups at risk, clinically sound preparation of materials without replacing judicial review, and multidisciplinary rehabilitation are particularly relevant.
